Course Pass Criteria are Changed By NSFAS. Starting next year, students must achieve a 60% course average to qualify for financial aid, according to Blade Nzimande, Minister of Higher Education. The criteria apply to both university and TVET college students.

Funding Conditions for University Students

Continuing and first-time university students must attain a 60% course credit pass rate by the end of the 2024 academic year to secure funding for 2025. TVET college students are eligible for a bursary upon progressing to the next national certificate level after passing at least five subjects in the previous level.

Application Status and Recovery Efforts

As of January 21, NSFAS has received 1,545,822 applications for the current academic year. Nzimande highlighted ongoing recovery efforts, with over R110m recovered in the current financial year. The Special Investigating Unit (SIU) has played a role in securing acknowledgments of debt totaling over R4m from individuals and over R38m from institutions.

Financial Challenges and Recoveries

NSFAS faces financial challenges, owing millions to universities and over R40bn from previous beneficiaries. While recoveries are stable, improvements in this area could enhance annual government funding. Despite challenges, NSFAS funding has grown from R21.4m in 1991 to almost R48bn in 2023.

Budget Cuts and Student Impact

In November, the acting CEO noted that a 10% budget reduction by Treasury could affect over 80,000 students. NSFAS spokesperson Ishmael Mnisi emphasized that the budget cut would impact this year’s student intake, and the exact reduction would depend on the budget allocation from Treasury. Students are urged to comply with loan conditions for the sustainability of the loan scheme.
